I've never seen it NOT called due to weather either.In fact, the first time I ever remember the call being invoked was on a windy day in Candlestick when Buddy Harrelson missed it due to wind. I didn't know the rule up to that point and treated this newly found treasure as if a reprieve from the Governor.
