They desperately need another starter (or two) (or three) and Hill has 19 starts this year with a 3.97 ERA.He's only averaging about five innings per start, but unless this AA player is a top prospect, the price is certainly cheap enough.

That rule seems to have loopholes. I remember Zack Wheeler was included in the almost-trade that would have sent Wilmer Flores to the Brewers for Carlos Gomez in 2015. And Wheeler was out for the season with his Tommy John.
