I got that factoid from Puma. It could be something he gleaned apart from the conference, but he lists Sandy as his source and it seems to have come along with his press conference tweets.

But whether they do or not, it still seems odd and unnecessary that they decided to not only to pre-decide it but also to pre-announce it. You can certainly understand why they'd slot Matz right into therotation ahead of RG but not so much Lugo.

Maybe its been the irregular intervals between starts that affected his pitching.Later

Basically Matz is a starter, and Lugo has to start because of the elbow issue. Pitching out of the pen would cause more stress.So Gsellman to the pen.
