The list is comprised of players eligible for the Hall who are no longer active and who have failed to get in through the conventional HOF ballot. It's not clear, (at least I don't think so), whether a retired player still appearing on the conventional HOF ballot is eligible for Joe's list.

That he was as good as Maz may or may not be true, but it was considered back then.Later
