Maybe there's an argument to be made that Diaz, fresh, against those specific players is more effective than a second inning of Lugo. Maybe there is some data to back that up, maybe there are fatigue/injury issues we're unaware of, but the up-down thing clearly seems to be Rojas' go-to lie about bullpen moves, so we'll never know.
