Certainly at lower levels, where the quality of pitching, catching and umpiring is not as high, framing is a big factor. It is certainly a skill and it should certainly be taken advantage of for as long as it is helpful to the team winning. However, the league should take action to make this skill less important by increasing the accuracy of balls and strikes through electronic monitoring of the strike zone, because a more consistently called game is a good thing. being good at framing pitches is pretty much the same thing as being good at "flopping" (overemphasizing contact with your body language to draw a foul call) in the NBA.
