He hasn't pitched enough innings or started enough games to qualify, but I mention this because Tak is a current Met and could theoretically qualify inthe future.2 --- Ryan might very well have the highest K/9IP rate for striking out batters as a starter. As mentioned, I included all of Ryan's Met K's. Eliminating Ryan's reliever K's might also lower his rate: relief pitchers strike out batters at a higher rate because they don't have to pace themselves for a larger workload.
