It's built for a different style of polling than the standard forum polling (which is available for any user to create, BTW, it's in the thread creation process). These polls are meant to track fans' feelings about a topic over a long period of time. It doesn't make much sense while the site is new and traffic is low, but once traffic grows, the system makes more sense as every question gets 10+ votes every day.
