They're probably waiting (hoping) for a reinstatement before they do a ceremony. (As things stand now he wouldn't be allowed to attend.)It's probably also why they waited 19 years to retire Concepcion's number. They may have wanted it to coincide with a Hall-of-Fame induction, but since that doesn't seem to be happening, they want to get it done while he's still alive. (Not that he has one foot in the grave or anything like that.)

No fancy pre-game or half time ceromony at Giants Stadium or anything, just "Ladies and Gentlemen, Frank Gifford's uniform number is now retired. Thank you, don't forget to tip your waiters and please, try the veal." Actually, wasn't Casey Stengel's number retirement by the Mets handled the same way as well? Not during a game, just a Press Conference and Stengel talking in front of an empty Shea Stadium?The Reds could try that approach.
