But that was the starters. I don't recall how the rest of the team was filled out. The starting eight were selected from fan voting -- except for a time when that was taken away due to ballot stuffing in certain cities (particularly Cincinnati) -- then the previous year's pennant winning manager (in consultation with whomever he cared to consult with) filled out the roster with reserves and the pitching staff. Once the internet age brought about the ability for a 14 y/o to voting a few thousand times a day, they've gone to a system where fan voting makes up part of what picks the starters.

The starters (except the starting pitcher) are entirely selected by fan voting. The voting process has moved to two rounds, but both remain fan votes.The selection method for reserves and pitchers is what has been tweaked, to remove the input of the managers.The current selection process is, in this order:Fans: the starting 9 batters.Players: Backups for each of the 9 positions, plus 5 starting pitchers and 3 relievers. If for a given position, #1 on the player ballot is who the fans chose, then #2 on the player ballot is selected.Commissioner: 4 pitchers and 2 position players (to ensure each team is represented).
