He'll be a starter if he stays in the minors, but he has quite a bit more upside than the other guys who are fighting for the last (hopefully only one) bullpen spot, and I wouldn't summarily dismiss going that route with him at this stage of the offseason. And that's just for the short term. We will see how things play out.
