The Daily News indicated that the Mets claimed him on waivers from the Reds, but also indicated that the league may grant him the right to be a free agent. Nonetheless, the Mets show him on the roster.

Jason, back in the last millenium, once went 9-1 with three shutouts and a 2.02 ERA in the Sally League. Besides that, I can tell you that his middle name in Wayne, therefore revealing a psychotic murderous disposition.

The fact that the bullpen-poor Reds put him on waivers may be a red flag.
But Omar seems to see things that aren't obvious to us mere mortals.
He might be worth the investment, especially until some of the Mets' FA bullpenners can be re-signed.

He strikes me as an "in case of emergency, break glass" kind of guy, and we had more than enough emergencies last year to justify having plenty of contingency plans.

Scouting report from WhoKnowsWhereThisComesFrom.com:

Assets

His fastball can hit the mid-90s but he's not just a thrower. He goes out there with a game plan and sticks to it, setting up hitters for disaster by mixing his low heat with a wicked curveball that breaks out of nowhere.

Flaws

What he needs to work on is his overall command of the strike zone. Too many of his pitches end up outside of it, resulting in more bases on balls than a quality major-leaguer should surrender.

The best thing about awaiver claim is that --- excepting highly paid veterans --- if you have a roster spot and a single positive scrap of a report on the player laying around, you do it. You waive him yourself if you really need that spot later (which they might when the Rule V comes around).

Fans hate when their guys get claimed, but it can be viewed as a cost of doing business. Hopefully, though, we'll someday toast the latest fleecing of the Reds.
