I haven't seen Traffic, but I know it cuts back and forth between locations. Is San Diego a major location or a minor one?

I would say 40-50%.

It wasn't a particularly memorable movie, and the fact I remember "Mr Smith..." more even though it's been at least ten years since I saw it, really speaks volumes.
