This guy does.

His standards seems a little inconsistent (surprise!) but it's a fun exercise. I'd like to see a little more about which transactions particularly damn/redeem the men.

Jim Hendry is rated as the 16th best GM,based on what?,his moves this off-season it looks like,I'd rate Dave Dombrowksi higher based as much on his work as the Marlins GM as his great work with the Tigers.

It doesn't seem a "best right NOW!!!!" list so much as a list of who has the best legacy among the guys curently working. So younger guys slide back, even as he confesses repsect for them. He seems restrained with pushing short-tenured guys too far based on little results.

It's not so much Omar in the middle of the pack that surprised me, so much as Epstein being tenth.

Giving bonus points to Cashman because "no job in baseball carries with it as much stress and pressure as that of Yankees GM" just doesn't fly with me. He has a $200+ payroll the last three seasons and choked against the Red Sox and got skunked by the Angels and Tigers.

You're right. Cashman didn't have a single clutch hit during those games.

As Marcus didn't really rank Moore and Byrnes, the biggest disagreements come on Gillick and Sabean, which makes some sense. I tend towards Perry's rank, I think. It's hard to give Sabean too much credit when he couldn't consistently find big-league hitters to hit behind Bonds.

the playoffs arent his fault, but theres no way he should be top 10, he doesnt have to build a team under the same budget constraints as 20-25 of the other teams.

Well, I'd never say, "no way" because that would pretty much disqualify Omar from ever reaching.

Most damning to Cashman is that his team has been champ-less since 2000, when it started perhaps being more his team than Bob Watson's team.

I think Cashman defenders might say that it's truely only been his team for the last two seasons,he had to contend with the Tampa people before.

It's kinda tough to judge Cashman since the NYY (read: Steinbrenner)notion of a GM differed from most others during much of his tenure. George believed in "creative tension" and often had his 'Tampa office' making moves that were sometimes directly opposed to what Cashman and Stick Michael were trying to do in NYC.
So while some of the moves made during his time can be directly attributed to him, other were made despite his say-so and even some made completely without his knowledge.

Supposedly that all changed (and, by all appearances, it has) after he inked his latest contract two seasons ago now.

Yeah, but to Hell with the Tampa people. Steinbrenner interferes when he's not banished, we know that. Either Yankee GMs are subject to judgment like others or they're immune.
