They are extremely unfair in what games they choose, and I imagine Fox is the same way.

Does the same apply towards ESPN and MLB Network?

It's just that when one of the two home areas doesn't count in your ratings (and therefore the advertising dollars they generate) the incentive to put a game from Canada into the rotation is removed.
